Back in the late 80s, the occupational safety and environmental safety management system needed drastic adjustments. This created the ground for the emergence of a qualitatively new discipline "Life Safety (LS)". 

According to the resolution of the Ministry of Education of the former USSR, together with the Civil Defense Committee of January 23, 1989, No. 546, the structure of the LS included four sections: theoretical foundations of the LS; safety of industrial activity; environmental protection; safety and protection in emergency situations.

In this regard, in 1991, along with the Moscow Higher Technical University (MHTU) named after V. Bauman and the Leningrad Forestry Institute (LFI) named after S.M. Kirov, the Department of "Life Safety" was opened in our Tajik Polytechnic Institute (TPI) at that time.

For the opening of the department, reviews were received from doctors of technical sciences, professors: Belov S.V. (MHTU named after V. Bauman), Rusak O.V. (LFI named after S.M. Kirov) and Brinza V.N. (MISaA). The founders of the Department of " LS and E" are a corresponding member of the Academy of Sciences of the Republic of Tajikistan, Doctors of Technical Sciences, professors: M.M. Khakdodov and Z.V. Kobuliev.    

         In different years, the departments were headed by corresponding members. ASRT., Doctor of Technical Sciences, Professor M.M. Khakdodov, corresponding member. AN RT., Doctor of Technical Sciences, Professor Kobuliev Z.V., Doctor of Technical Sciences, Acting Professor Saidzoda R.H., Doctor of Technical Sciences, Professor Salimov T.O., Ph.D., Associate Professor Gulakhmadov H.S., Ph.D., Associate Professor Sheralizoda M.U., Ph.D., Associate Professor Idiev M.T., Candidate of Technical Sciences, acting Associate Professor Salimova P.T., who made great contributions to the training of specialists in various sectors of the republic. Currently, the head of the department is PhD Rasulov Okil Umarkulovich.

During this time, members of the department have defended 2 doctoral, 11 candidate dissertations, 4 graduate students are engaged in scientific activities and will soon submit their works for defense.        

The high quality of training of specialists is provided by 21 teachers, including 3 professors, doctors of technical sciences – Kobuliev Z.V., Nazarov Sh.B., Saidzoda R.H., Teachers Rasulov O.U. Majidov T.S., Ibrogimov S.J., Gulakhmadov H. Sh., Sheralizoda M.U., Nuridini Fayz., Zoirov F.B., Daniyarova F.I., have the degrees of candidates of sciences.  Also, the department employs 4 senior teachers Boboev H.B., Sitamov I., Haidarov A.M., Norkulova G.R. and 4 assistants Orifova L.A., Sabzaeva Sh.Kh., Azimov D.S., Niyozov F.R.

During this period, the department has gone from general technical, dealing only with the problems of occupational safety, safety and civil defense, to multi-faceted, which opened training in a new specialty for the university 330101-05 "Engineering environmental protection" with the qualification of an environmental engineer. Since 2002, bachelors have been trained in this field. The training is conducted by full–time forms of study - 4 years. More than 100 specialists trained over the last decade successfully work at various factories and organizations of the republic.

The main educational goal of the Department of " LS and E": training of professional personnel in the profile "Engineering protection of the environment", able to justify, develop and implement an environmental strategy for the development of natural and man-made systems based on the principles of sustainable development, environmental safety of the functioning of industrial enterprises and facilities and the creation of a favorable human habitat that meets the requirements of environmental and sanitary- hygienic legislation.

         Graduates of this direction are in demand to work at industrial enterprises of various industries in environmental protection departments as environmental specialists, in environmental protection structures as inspectors, specialists of departments and management of various sectors of the economy.  

         Our graduates work for the Environmental Protection Committee under the Government of the Republic of Tajikistan, industrial enterprises and the energy complex, design and research institutes, forestry, sewage treatment plants of cities and districts of the republic. As practice has shown, it is possible to train specialists in this industry at a high scientific and technical level.         Graduates of this direction are in demand to work at industrial enterprises of various industries in environmental protection departments as environmental specialists, in environmental protection structures as inspectors, specialists of departments and management of various sectors of the economy. Our graduates work for the Environmental Protection Committee under the Government of the Republic of Tajikistan, industrial enterprises and the energy complex, design and research institutes, forestry, sewage treatment plants of cities and districts of the republic. Every year, the department has held and conducts student events, such as the Ecology Olympiad, the ecology conference and competitions of student scientific papers. The department pays great attention to research and methodological work. The staff of the department manages the research work of students.

In 2021, the department opened two new specialties 330104 "environmental monitoring, management and audit" and 33010303 "Life safety". Currently, the department trains specialists in three specialties - 330101-05 "Engineering protection of the environment", 330104 "Environmental monitoring, management and audit" and 33010303 "Life safety".

Students of the training direction 330101-05 "Engineering protection of the environment" undergo training, production and pre-graduate practices in the Committee, city and district environmental protection departments, SUE TalKo (aluminum plant), SUE Obu Koresi Dushanbe (vodokanal), AOOT "Dushanbe CHP", SUE "Cementi Tojik" (cement plant), JSC "Nasojii tojik" (textile production), mining industry of Tajikistan and other industrial and energy complexes of cities and districts of the republic. 

Currently, 20 disciplines are assigned to the Department: Ecology and Civil Defense, Life Safety, Fundamentals of Toxicology, Environmental Chemistry, Earth Sciences, Environmental Risk Assessment of Anthropogenic Impact, Industrial Ecology, Environmental Management, Fundamentals of Microbiology and Biotechnology, Environmental Monitoring, Environmental Protection Techniques, Processes and Environmental Protection Devices, Environmental expertise, EIA and certification, Environmental Economics, Environmental Modeling, Environmental management, Fundamentals of Production Technology, The technology of processing industrial and household waste.

Personnel training is carried out in the following areas: Economic aspects of the use of natural resources, minerals and industrial waste processing; Environmental protection systems and industrial ecology; Biochemical methods of wastewater treatment; Environmental monitoring, EIA, environmental expertise of projects, technologies and industries; Environmental protection technology, microbiology and biotechnology; Certification of products for the purpose of achieving maximum environmental safety; Development of technologies and devices for environmental protection.

         Every year, the department has held and conducts student events, such as the Ecology Olympiad, the ecology conference and competitions of student scientific papers. The entire teaching staff of the department is actively engaged in scientific and methodological activities. Regularly improves professional qualifications. The staff of the department annually participates in various international and national conferences. The staff of the department has published more than 150 scientific articles, methodological developments and textbooks over the years of its existence.                                                                               Scientific research at the department was carried out during the implementation of state-funded research "Study of environmental factors in the formation and development of the industrial complex of Tajikistan" from 2007 to 2020.

A scientific and analytical laboratory on engineering ecology and life safety (industrial sanitation and labor protection) has been established at the department. The laboratory is located on the 1st floor of the main building of rooms 2/114 and 2/113. The laboratory is equipped with modern scientific equipment (Mini-express laboratory "Bee-R", multicomponent gas analyzer MAG-6, Microscope micromed R-1, Concentrator KN-2M, Extractor EL-1, Spectrophotometer B-1100, Laboratory scales "SU-124C", bellows aspirator AM-5E, Pump – manual NP-ZM sampler, VK-5M Vibrometer, DT-1308 Digital luxmeter, etc.), which allows environmental studies using chemical, physico-chemical and biological analysis methods.  Research work is carried out at this laboratory.

Equipping the educational process

The department conducts research on the following topics:

  1. Development of a comprehensive scheme for the processing and disposal of industrial and solid household waste;
  2. Study of ecological aspects of sustainable urban development in the climatic conditions of Tajikistan;
  3. Comprehensive assessment of environmental safety of "Green construction" in urbanized areas;
  4. Assessment of ecological safety of hydrochemical parameters of water resources in the zone of flow formation in the main rivers of Tajikistan;
  5. Research of working conditions and factors of the production environment in the industrial complex with the development of measures to reduce the impact on human health.

Patents of the Republic of Tajikistan have been obtained on these topics, scientific works are published in the central press, publications recommended by the Higher Attestation Commission, in collections of scientific papers, conferences, candidate's and doctoral dissertations are defended.                                               Within the framework of the agreement between the United Nations Development Program and the Tajik Technical University named after M.S.Osimi, in April 2010, on the initiative of Candidate of Technical Sciences, Associate Professor Gulakhmadov H.S., a "Center for Environmental Education and Sustainable Development" was established at the Department of "Life Safety and Ecology", which is still in operation.

The Department of "LS and E" also trains specialists with a master's degree (2 years of study) in the following areas: Master's program "Engineering Environmental Protection".                                                                            The department trains graduate students (PhD), scientific supervisors are Nazarov Sh.B., Saidzoda R.H., Ph.D. associate professor Sheraliev M., Gulahmadov H.Sh., Majidov T.S. and Rasulov O.U.

According to the state standards of education, PhD doctoral programs have been created in the direction 6D073100 – "Life safety and environmental protection", implementing professional training programs of postgraduate education. The purpose of creating a doctoral program in the specialty is:                                                -organization of an effective system of training of highly qualified scientific and scientific-pedagogical personnel in accordance with international standards, based on the integration of education and science, as well as timely resolution of issues of their scientific, methodological, legal, financial, economic, personnel and logistical support; -implementation of the educational process in accordance with the principles of international practice of training scientific and highly qualified teaching staff, competitive in the labor market. To this end, doctoral students take a course of theoretical training and independently carry out scientific research characterized by relevance, novelty and practical significance. 

In the new conditions of economic development of our state, the staff of the department, continuing the traditions, pays great attention to improving the educational process, improving the level of training of young specialists, performing research works that contribute to improving the quality of training of scientific personnel.
