Safarova Okila Odinaevna - Candidate of Technical Sciences, Associate Professor, Head of the Department of Economics and Management in Construction

The department was established in September 1974 on the basis of the then existing Department of Economics and Organization of Production. The Department of Economics and Organization of Construction was formed, which since 1991 was renamed to “Economics and Management in Construction”. The first head of the department was Teshaev Akhad, who headed the department until 1986. From 1986 to 1991, the department was headed by Khasanov M.M., from 1991 to 1994 - Iskandarov A.I., from 1994 to 1998 - Asoev K., 1998 - 2000 - Rakhimova S.Kh., until 2006 the department was headed by Rakhmatchonov G., and from 2006 to 2016 the department was headed by Bobohodzhiev R.Kh.

Currently, the department is headed by Candidate of Technical Sciences Safarova Okila Odinaevna, a graduate of the specialty Economics and Management in Construction in 1996.

The department is one of the few departments at the university that provides training in 3 specialties.

It should be noted that teachers of the department Saidkhodzhaev F., Orifova Sh.R., Ruzmatova Z.A. are able to teach in English. In this regard, it is planned to form special groups with English as the language of study.

Currently, the department has 8 full-time teachers and 1  technical assistant, including 1 professor - candidate of economic sciences, 1 associate professor - candidate of economic sciences, 1 associate professor - candidate of technical sciences, 1 acting professor, associate professor - candidate of economic sciences, 3 senior lecturers, 4 assistants and 1 operator.

Educational-methodical and scientific work of the department over the past 5 years

Since 2014, the department has been the organizer of the annual International Water Resources Management Olympiad, in which, along with students from universities in our country, students from Uzbekistan and Afghanistan took part.

The results of the research work of the teachers of the department in the center "Construction pricing" at the Agency for Construction and Architecture, "Association of Builders of the Republic of Tajikistan" were considered and introduced into production. In particular, the results of the analysis of the current Tax Code by the teacher of the department G. Rakhmatjonov are presented to the Tax Committee under the Government of the Republic of Tajikistan together with the Association of Builders of Tajikistan.

Since 2013, the department has been preparing specialists with a master's degree, and since 2017, specialists with a PhD degree in the direction of "Economics and organization of production in construction". In addition, at the department in the specialty "Economics and organization of production in construction" personnel in the field of construction receive the 2nd higher professional education.

A large amount of educational and methodological work is carried out at the department.

The teachers of the department have worked on several scientific topics over the years of their activity. Published dozens of methodological materials, more than 300 articles and abstracts. Teachers took part in international and republican conferences.

According to the results of many years of scientific work Safarov O.O. defended her dissertation on the topic "Formation of the mechanism of pre-project justification for the construction of water supply and sanitation facilities." Senior lecturers of the department Saidkhojaev Firuz and Rakhmonzoda Timur defended their dissertations.

Bobohodzhiev R.Kh. and Rachabov U.K., are continues their works on doctoral dissertations, associate professor Asoev K.A. prepared and published scientific articles and works on economic and technical sciences.

Under the leadership of Bobohodzhiev R.Kh. the department implemented the EU program "Tempus-4" SWAN "Development of master's programs in the field of water management in Central Asia."

The department also had international connections in the field of science, including:

- In May 2013, an open lesson with teachers and students of the Department of Water Resources Management was conducted by Dr. Barbara Etush Pavlet of the Kazakh-German University.

- On November 17, 2014, at the VI International Scientific and Practical Conference “Prospects for the Development of Science and Education”, dedicated to the 20th anniversary of the XVI Session of the Supreme Council of the Republic of Tajikistan, Annuka Liponen, a UN employee from Finland, made a presentation.

- from April 17 to April 19, 2014, the teacher of the department Ruzmatova Zarina took part in the World Bank seminar in Almaty and was awarded an international certificate.

Every year, the department holds a republican scientific and practical conference on the topic "Socio-economic and organizational and technical foundations for the development of the construction industry in the Republic of Tajikistan", which was attended by scientists, researchers, graduate students, undergraduates, students from abroad.
